Telangana and Japan Team Up to Fight Digital Piracy

The Telangana Government and the Japanese Film & Anime industry have joined hands in a major global move to combat digital piracy and support filmmakers. This collaboration reflects the strong vision of Telangana Chief Minister Shri Anumula Revanth Reddy, who aims to transform Hyderabad into a world-class center for film production, innovation, and international partnerships.
A high-level Japanese delegation from CODA (Content Overseas Distribution Association, Tokyo) met Telangana Deputy Chief Minister Shri Mallu Bhatti Vikramarka, who reaffirmed the Chief Minister’s mission and assured full government support to protect creative content. He applauded the new MoU signed between CODA and the Telugu Film Chamber of Commerce (TFCC) and promised continued cooperation to help both industries achieve their goals. The Telugu film industry thanked the Chief Minister and Deputy Chief Minister for their strong encouragement, while the Japanese delegation expressed gratitude for the warm reception and support.
During their visit to Praja Bhavan, the Japanese team explained CODA’s global efforts to fight piracy and talked about the fast-growing popularity of Japanese content in India. They also appreciated the increasing fan base for Telugu movies in Japan, highlighting a powerful cultural exchange between the two regions.
Later, CODA’s Representative Director Mr. Takero Goto and Deputy Senior Director Mr. Tatsuya Otsuka visited the TFCC office to formally sign the MoU. They reviewed the advanced systems and tools used by TFCC’s Anti Video Piracy Cell (AVPC) and praised the Telugu Film Industry for its proactive and innovative approach towards tackling piracy. The partnership aims to exchange knowledge, share best practices, and run joint anti-piracy campaigns in both countries.
Digital piracy has become a serious global threat, now linked to illegal betting, identity theft, financial fraud, malware attacks, and several other cybercrimes. In such a complex environment, international cooperation between industries and governments is crucial. With this MoU, the Telugu Film Industry becomes the first in India to establish a formal partnership with the Japanese Film and Anime sector, marking a historic moment.
Many top industry leaders, including TFCC Secretary KL Damodar Prasad, Suresh Babu Daggubati of Ramanaidu Studios, Supriya Yarlagadda of Annapurna Studios, AVPC Chairman Rajkumar Akella, and Head of Operations Y. Manindra, attended the event. The collaboration is seen as a major milestone and recognition of the Telugu film industry’s dedicated efforts in fighting digital piracy, supported strongly by the Telangana Government.
Recently, Hyderabad Police conducted some of India’s biggest anti-piracy raids, busting cam-cording and HD piracy groups, arresting key offenders across the country, and exposing the link between online piracy and illegal betting networks. They also identified serious loopholes in content distribution chains and urged filmmakers to strengthen internal security. The crackdown on the infamous IBOMMA website stands out as a major achievement, made possible by the bold decisions of Chief Minister Shri Revanth Reddy. The TFCC expressed deep gratitude to him for enabling these major breakthroughs.
The TFCC launched AVPC in 2005 as India’s first industry-led anti-piracy body. In 2012, the Telugu Film Industry became the first in India to sign an MoU with the Motion Picture Association of America, boosting the visibility of Telugu movies in Hollywood and helping the industry expand significantly, especially in North America. Several joint operations have since been carried out to protect Telugu and Hollywood content worldwide.
CODA, formed in 2002 with support from the Japanese government, represents 36 major studios and 11 leading organizations across movies, music, anime, gaming, TV, and publishing. Its mission is to promote Japanese content globally and fight piracy through international cooperation.
This new partnership between CODA and TFCC marks a major step forward in global content protection and strengthens the growing creative connection between Japan and the Telugu film industry, opening new doors for cultural exchange, innovation, and mutual growth.
